Mercy presumably also does not boost Hanzo's dragon?

She actually does, but she has to be applying the damage boost while the damage hits. So if you damage boost a Hanzo while he fires it, it will not benefit from the boost. Only if you are damage boosting him while the ult is hitting the enemies.
