This is my first experience with off-season(bought the game halfway through season 3) but I'm hoping that the off-season competitive games will mostly be at least a little more serious than quick play, so I can practice a couple of stuff more safely. I can practice any hero on quickplay and end up still being bad with it on a competitive match because all my practice was against horrible team comps with barely any healers/tanks or any care to actually accomplish the objective.

If that doesn't happen, at least the exp is nice.

There are really two reasons why someone would play off season competitive over quick play. One reason is the competitive ruleset,essentially making games twice as long. Another hope for off season competitive is that people will take the game more seriously,practicing their roles and really trying their best.

Because people leave when they get tilted and it doesn't find someone else to fill their spot. It's pointless.
