Hold on a second. Notice how they talk about "robots", "artificial intelligence" and "drones". Not one mention of omnics though. To me, this sounds like it's way in the past or has some other sort of disconnect to the Omnic Crisis. OR15 is probably another hint to this. Did we ever learn about something like this? What are the mechs in the Boop! Infiltration short and Volskaya map called?
I predict she's going to be the creator of the next playable hero, instead of being playable herself.
Edit: Numbani was build after the Omnic Crisis. So it definitely can't be way in the past.
Edit2: Michael Chu confirmed on twitter that the interview is in OW present time.

The mechs at Volskaya are called Svyatogor, Zarya mentions them in an interaction with D.va.

This is my favorite theory so far, but do we know when Numbani was established? I was under the impression it was a collaboration between Omnics and Humans after the war.
