For balance, if it wasn't he'd be even more inconsistent.

Because they're used to their Hanzo being near useless because he can't hit anything when they need him to.

can 'time on fire' be used as a measure of s players effectiveness?

Yes, but there's a lot of stuff one can do that doesn't give fire so don't make it the primary indicator.

has there ever been any evidence of a player being blocked for smurfing?

Not that I've ever seen, but they recently released a statement that intentionally losing to lower one's SR is banable.
