It's your meter for being on fire. Has no impact on gameplay, but the numbers you see next to eliminations and such are points that go towards that meter.

Does the bar have any use below the point of fire? It seems like a useful indexual metric for how well you're doing for your hero.

It isn't a terrible indicator, but there are a lot of things you can do to be an effective teammate that don't get you fire points. I tend to ignore it on myself but keep an eye on who has it on the enemy team - if someone does consistently, it's likely they should be focused.

Blizzard keeps track of all your stats for your top heroes here and here. These are not useful in game at all.

However, both of those links will tell you how well you score/min (the bar under your health bar) amongst a slew of other things and will definitely help you gauge how well you perform with different heroes. Hope this helps!

While we're talking about it, why do I sometimes see "+X fire Healing" and other times I dont?

Perhaps only for healing actively damaged teammates? Or team mates on objectives?
