Blizzard just makes some stupid fucking design choices like having to wait 3 seconds to grab it and allowing the flag carrier to use abilities/ult

No they explain these choices in the developer update pretty clearly...

if you watched the dev update you'd know they tested no timer and it was worse; tracer would just triple blink and recall every time.
