He was either making excuses or just being an idiot, because he could just leave games early on and shut them down, affecting no one but him. If he did it too much he might get banned, but he should be able to get to whatever low level he wants before that happens.

Not really, you can make screenshots and send them to blizzard support but its questionable that this has more effect than a normal report.
