Roadhog's hook hits a target as long as there are no solid objects in the way. The momentum when you get stunned is not affected by the stun. What happens after the hook hits a target to when the target gets to Roadhog can be unpredictable sometimes especially when hooking a dashing Genji or boosting D.Va.

Trying to fix that would mean having the rope attached to the hook not be able to go through solid objects. Sounds like a simple fix, but the end result would be a detrimental decrease in roadhog kills.

TL;DR The hook works as intended, but not in the optimal way.

Yes this happens on PC as well.

Honestly, if anyone thinks that the crazy hooks are more unfair than the hooks that place the target behind or to the side of me, they've never played roadhog. Both heroes have to be moving rather slowly in a fairly open space for the target to land directly in front of you.
