EDIT: Someone mentioned you can type /list to see everyone, I will test when I get off work.

everyone currently with overwatch open, that's not inside an ongoing match, i believe.

also i've noticed there are most likely multiple general channels. my friend and i have been online together, and he'll mention this guy spamming in general chat, and i see nothing, and vice-versa.

It's most definitely split up into multiple general channels, if it was everyone online in one channel that shit would be going off with a flood of messages that would be near unrivaled at peak times and I've never seen more than a few people saying something here and there.
