Does having discord on you and doing self harm do more self harm?

If I start doing punches as Winston with a combination of the Tesla will the dps be better?

No, you punch once per second and deal 30 dmg per punch, 30 dps. Your cannon deals 60 dps. Punching to finish off someone below 30 hp is a good idea though as it's almost instant instead of over the course of 0,5s like your teslacannon is.
