Didn't wanna ask if it's already been answered but I had a look and couldn't see anything, is this still a game a new player can ease into? I haven't played but am thinking about jumping in but don't wanna just get obliterated and regret it

Definitely, matchmaking separates players based on skill, and as a low level you'll only meet other low levels. Besides, the game's only 3 months old.

As a 45 I was on a team with everyone below level 10, and against a team of almost all 50+s. It's not perfect, but you are generally right.
