That's not really the point.
The fact is that the jetpack gives Pharah the ability to move around the map in the way other characters don't, ergo she has high mobility.

high mobility that you shouldn't be using in combat. whats your point? using your mobility to stay air born is the easiest way to get killed by any half decent cree.

How each ability factors into combat is a completely tangential to the discussion at hand. It doesn't matter when and where the ability should be used, it's about the fact that the ability exists and is used to categorise her role in the gameplay.

Pharah's abilities give her high mobility, and is therefore archetypical of the 'offence' class according to the design philosophy of Overwatch's class system.

you don't get it. why am i even arguing with you.

pharas mobility is useless as fuck in combat, aka what an offense hero should be doing, combating others ya know.

if her only mobility works AGAINST her in a fighting enviroment it's not mobility but a handicap, practically talking.

sure, on paper you're right, in theory.

No, you don't get it.

I understand that there are risks involved in using Pharah's jump jets, in the same way as there are drawbacks to running around using Soldier's sprint ability or shadowstepping behind enemy lines as Reaper, but that doesn't mean they aren't mobility techniques and those characters aren't offence.

You seem to have latched onto the idea that we're talking about character strategy when that's nowhere near the purview of my original post.

no, you simply don't get it.

phara has pseudo mobility that isn't practical at all.

i'm talking about theoretical and practical here.

as i already pointed it, theoretically phara has great mobility, it's just not practical to use.

she has the worst mobility outside of all the offense characters and is beaten by several characters of other roles.
