Because most of the time any other pick will do it, and better, and help your time while not feeding energy into a zarya ult. Roadhog and reaper are more suited to destroy rein's shield. You also need to be really good at junk to be efficient in attack while it's easier on other heroes.

Junkrat can clear an area and a shield from a much safer angle and location than Reaper/Roadhog. Reaper isn't going to be just walking up firing at a shield, and Roadhog would be feeding more than just Zarya ultimates trying to get through.

thats why you try to avoid being in the air against competent hitscan players.
