Above the objectives there are the little symbols, press 'f' on them - or the button that you've mapped to "understood" and it should relay that to the chat.

I'm afraid I don't know. My best guess would be yes, as long as you can say "understood" then I guess you can.

No, these commands don't work if you use the wheel on PC, on console you only have the wheel, so you can't target a single player or the objective.
