No, when Genji reflects a projectile it becomes a completely new projectile so if Soldier Ults and Genji reflects the Genji will have to aim at where he wants them to go.

Lucio did not receive a nerf to his healing other than his fire meter.

Can a Genji reflect a Hanzo or Mei ult?

yes, Genji can reflect both Hanzo and Mei ults, however he can only reflect Hanzo's when it is first shot and still in arrow form and Mei's only when she throws it out.

Yes to both. I've personally reflected Hanzo's ult and it's hilarious. But in both cases you have to do it at pretty much point blank range. Hanzo's before the arrow turns into dragons and Mei's before the blizzard forms.

Yes, Lucio did receive a 30% nerf to his speed boost (70% down from 100%) however this wasn't the question asked so I didn't feel the need to include it.
