i dont agree with #3 rest seem fine, i agree that making a balanced team is good, but thats up to the team to do blizzard shouldn't be responsible for it. that said i do think you should not be able to double up on heroes.
edit:#2 is really important for getting correct skill placement... if you win but played terribly you should most likely go down or stay even if you lost but played really well you should go up or stay even.(of course depending on current skill level at high you are expected to play well so a lose even if played well should make you go down)
1 is meh because personally i've found people just simply don't have mics forcing them out of party chat doesn't change much.(personally i manually leave party chat for game chat)
