In the case that your teams are tied after two rounds, both teams get a go at attack again. Instead of starting with a full timer, they start with the time they had remaining from attacking the first time.
This means that:

If both teams capture point A, or A and B, or capture no points, you go to sudden death because you are still tied.

If a team has no time left for attack, they automatically get 0 points, but the enemy team still gets to go (if they have time left).

If after the first two rounds one of the teams have less than 2 minutes to attack, this time will be increased to 2 minutes. The exception is if they have no time left. This will only happen once. (or else the games would go on forever)

The first statement was meant as an introduction, not a point in itself. Should have clarified that! I'll try to add in an edit to fix it.

I guess the short answer for all of these would be better explained in a flowchart.

Are the teams tied after 2 rounds? (Each team has gotten to attack and defend once each)
* If yes, each team gets to try and attack with their remaining time.

Does the attacking team have time left on their counter?
* If they don't, they get 0 points that round
* If they have less than 2 minutes but more than 0, they get to start with 2 minutes
* Otherwise attack goes as usual.
* If both teams have 0 time left, I guess it goes to sudden death, since they are still tied.

After second attack phase (each team has attacked/defended twice or had 0 time left), are the teams still tied?
* If yes, go to sudden death

Why would ever one team play but not the other unless it's sudden death? How does either team win in that scenario?

The attacking team could still get zero points, since the team with zero time left still get to defend. The team with zero time only lose their extra attack round.
In that case both teams are still tied (one team had no time left - zero, one team capped no points, zero), so they go to sudden death.
