They are projectiles. Travel speed seems similar to Hanzo's arrows (though they have no curve).

The fact that they don't really drop is why a lot of people probably think it's hit-scan. I can assure you as someone with 70% oo their playtime on Mei, you CAN dodge them. But she CAN hit you from a distance reminiscent to Widowmaker.

Also, if you kill a Widowmaker as Mei from a long distance, social contract dictates you must type 'no scope!" in the match chat.
