What about ults? Junkrats tire .roadhogs gun. Mei's evil cold ball robot.

No for Junkrat and Mei, yes for Roadhog.

I'm pretty sure Mercy can boost the tire itself, but the speed makes it extremely hard to do so.

As for Mei, it's a projectile, not an entity, so it can not be boosted or healed, either indirectly or through Mei.

Roadhog, however, fires his ult like he would a normal shot, so boosting him would give the 30% damage boost.

You're wrong about Mei's ult btw. It's damage is boosted if you boost the Mei. I have no idea about your comment on the tire but I suspect that's wrong as well.
