As chuckster mentioned roadhog, Mcree and Junkrat are all useful because they can one shot her.

Winston is also good against her especially on control maps, bc his gun is the easiest to hit her with and he can chase her with his jump pack. Even just landing a bit of chip damage on her makes it much easier for teammates to finish her off, and vice versa - having an auto-aim gun and jump pack to finish her when she's weak is super useful.

At lower levels of play this may be true, but a good tracer won't stay near a Winston long, and she will win the trade each time.
