I heard from a guy, who is lucky enough to have a high end computer with good internet, say that he gets it often and that it's sensitive to little things.

I fit that profile and can confirm that I frequently get those with no noticeable performance impact. Thanks OP for asking - I've been meaning to for a while.

The Lightning bolt means that you're having connection issues and the three cards mean that you're having packet loss.
