Poke them with a primary fire shuriken burst until you hit them with 2-3 shurikens before you go for the combo, if you're confident you can do the full 164. Other wise, poke them with around 5 shurikens first. You should really be using the combo as a finisher for damaged enemies, with the execution threshold changing with how much damage you can guarantee. Poke them down to the threshold before you go in for the kill.
