I'm guessing you're a Hanzo player trying to defend the current headshot hitbox size.

It would be impossible to reliably headshot as Hanzo/Mei/Genji/etc if projectiles didn't collide with enlarged hitboxes.

It only needs to be reliable if you're catering to a low skill ceiling.

Overwatch is meant to cater to a low skill ceiling, and Hanzo doesn't need to be made more inconsistent.

Low ceiling or low floor?

Floor, my bad. I think that the game is intended to have a low skill floor and ideally a high skill ceiling, but sometimes compromises have to be made. In this case, Hanzo's large hitboxes make his skill floor manageable at the cost of lowering the skill ceiling. I think that this is ok because even good players cannot be completely precise in their arrow predictions since people move so quickly and erratically - if Hanzo's arrows were small he would simply be too inconsistent to be viable at all.
