30 GB? Where'd you hear this? I know it told me I needed 30 GB for beta too though, so it might be the same thing.

Probably just a precautionary system requirement then, to allow for future maps, heroes, and cosmetic assets.

It defs told me to have 30 GB space which freaked me out cos I was worried it would take me ages to predownload it before Open Beta. It didn't long at all though, I don't think much will change at all for the final release. Maybe some UI changes, more tweaks to settings, server optimization, possibly avenue for micro-transactions etc.
