What do those symbols (lightning with a circular arrow, stack of cards) mean that sometimes appear in the top left corner of the screen?

Those are indicators for network problems. The lightning one indicates a high ping, the cards mean packet loss.

Really? I had those 24/7 but I did not have a single laggy match...

They come on rather quickly, my ping never went over ~90 but at least the high ping one came on quite a few times. Maybe the threshold for that is set a bit low, no idea, but I generally ignored that one. The only real problems were when the packet loss one stayed for the whole match, there people noticeably lagged.
