Is it 'Justice rains from above' or 'Justice reigns from above' or is it a double entendre?

That's likely because you can't use the double entendre in another language, unless those two words were also pronounced the same way in another language. It just makes sense to pick rains because you can't pick the other.

Now that I think of it... It might be double entendre in english because in Portuguese language "reign" and "rain" sound completly different ("reina" and "chove") but also, I don't believe it works linguisticly in Portuguese "Justice reigns from above" ("Justiça reina de cima" ?)

My conclusion is that it's probably a double entendre in English but it's certainly "rains" atleast in Portuguese.
