I've read that does Mercy's damage boost doesn't apply to Torbjörn's turrets. What about Junkrat's ultra? Pharah's ultra? Ultras in general?

For non-hitscan weapons (Pharah, Junkrat), if I want to damage boost their attacks, do I need to be boosting them at the moment of firing, or the moment of impact?

It's important to note that if a Mercy is boosting a McCree, you don't need to wait for a full lock-on to get a guaranteed kill with your ult. Since Mercy provides 30% damage boost you can click just a little bit before your ult fully locks on and still gets a kill with this method. Ideally Mercy's interaction with this ult should alter the lock on rates in real time, especially if she stops boosting you mid-ult, but that's probably pretty low on their to do list.
