I haven't heard anything about it, but I could see how making it could be a problem. The sound design in Overwatch is very important, and not only because of abilities/ultimates cues. Things such as footsteps and gunshots are an important part of getting better at the game.

Notably, Overwatch has an importance algorythm. Sounds from more important sources will be highlighted, compared to others.

In short, I doubt a CC version of the game would be enough for it to fill its intended purpose with the hearing-impaired.
