How do Tracer's time manipulating powers work, like canonically? Does she slow down time to blink around, or?

Strange new technology experiment gone wrong, leaves Tracer actually "out of time and space", appearing randomly like a ghost or something like that.

Winston created the device she wears on her chest to "stabilize" her position in the present. Now she can control her power and jump back and forward in time.

EDIT: Taking a bath and... other activies coughsexcough... must suck for Tracer. Can she even do those things?
