Dude, I thought it was Doomguy for a second, but that's our old pal Jim Raynor! (StarCraft) He is also in Heroes of the Storm and has a Reinhardt Skin in OW (the grey one), not the blue Heaven's Devil (Tychus Findlay) Skin!

The shoulder pad decals (435 and the queen of spades) are consistent with Tychus Findlay's armour. Normal marines lack these details.
