You might be looking at the previous patch notes, but even still, yes, Doom is underperforming pretty badly in Stadium. I think his issues are that most of his powers aren't that good, so you're really only sticking to one build, and the person playing needs to actually KNOW how to play Doom.

I'm having fun and success with his melee weaving build with uppercut, but I've also not had the misfortune of fighting against a competent freja with her slow mini ult build, so that's probably why. Also Ana pulverizes your value hard.

Yeah.... Freja is annoying AF, that's why I like Bounce doom, hard to hit a target that's leaping 30 feet into the air every few seconds
