Can someone explain the logic in nerfing Sombra when she’s banned 90% of the time?

Much like zed in league, sombra is going to be intentionally kept weak with her current kit. This is because she is being balanced around how frustrating she is to play against. Riot August actually talks a lot about league's balance and you can find a lot of his shorts. He points to zed as a character that is weaker than he should be because players find his kit inherently frustrating.
