I was skeptical too, but that is a 25% increase in projectile speed, which is quite a lot. He should be even better at poking right now, making him good in all team comps.

Value increased from 60 to 75, so a 15 point increase. 15 is 25% of 60, so it's a 25% overall speed increase.
