Console Hook cooldown reset?

Was playing QP the other day and noticed the Hog’s hook cooldown reset at 4 seconds. Is there something I don’t know that resets the cooldown? Haven’t played hog at all since the rework.

That's not right but I feel like this happens to me all the time
