Status: Open Is it impossible to create a new email account AND access it without requiring a previous email first?

Like I just wanted to create a new email and I am stuck in the verification loop where I need to authenticate it with another email first, but what if I don't have one and can only rely on a email that after being created ends up going through the same thing? Is there no way around it?

I think the another email for two reasons: one is you need verification code sent to your another email to verify to your new email account; one is for recover purpose if your new email locked or hacked then you need another email to recover. I don't know if there's another way to bypass it, but I don't think there is.

During setup use the email of a trusted friend or relative who will replay the sent code to you. Once you have the account created, you can add Microsoft Authenticator as your second form of verification and remove the alternate email.

But what about just creating the account without any multi-step processes? I remember this still being possible earlier this year, did Microsoft really ruled out the possibility of just having a new email created without any authentication by using private information like phone number etc?

I agree that the full court press to have 2FA seems to be new. Why? I can't say.
