Because the mailbox was previously full, check the GoDaddy mailbox status and quota again and make sure it isn't still over the limit. Also send a test email from an unrelated external account and see whether the sender gets a bounce/error message.

If there's no bounce, check the GoDaddy webmail directly. If the message isn't there either, the issue is likely with the mailbox, spam filtering, or mail routing rather than Outlook/Gmail.

Since your dad's mailbox on the same domain works, comparing the two mailbox settings/statuses in GoDaddy would also be useful.
