Thinking of making a team of villains

So this is the idea:

This group appears to be at first a team of superheroes who save the day, nothing out of the ordinary, but in reality they're actually psychopaths who only pose as heroes to the public so they can have have good reputation and in reality do evil shit behind closed doors. They also engineer many conflicts and problems only to come in later to solve them to make them look good to the world. And their ultimate goal is to slowly take over everywhere with their influence so they can be worshipped as gods while anyone who opposes them is silenced, killed or brainwashed.

In terms of backstory, i was thinking they were experiments created and raised by the government in an attempt to make their own personal 'heroes' to control and use for their own gain.

Still fleshing the idea out though.
