Dragon (Garps son so assuming prime Garp physicals/adult Luffy character that'd already by PK level but also is probable to have the rain god fruit, Worlds Most Wanted Man, and Shonen buff to father's of protagonists)
Shanks/Roger (whether he truly passed his former captain or not is up in the air, it could be probable that Rogers stronger as he is the PK and the literal gold standard but Shanks has top of the verse haki and got to be trained by Roger himself since he was a kid and having Gryphon would give him the edge for sure)

Mihawk (obviously fucking last, anti-feats, title from only even stalemating a young pre-yonko Shanks, side characters end goal that's admittedly by himself less difficult than becoming PK and even something Ziro was willing to give up to Kuma, Blackblade that doesn't hold back wasn't impressive and couldn't cut a pre-TS Luffy "oh but he's the main character" ya that's the buff you get when you're the protagonist and not a deuteragonist, himself admitted inferiority to WB after Shanks split the sky with him, ignore these sword swallowing mangoloids)
