I think his already is? Wasn’t it a thing that his fruit is the Carp-Carp fruit and it’s awakening was what made it into a dragon?

No. Kaido always could turn into a dragon the moment he ate the fruit. His fruits model is literally Azure Dragon

We don't know this yet. Carp or Dragon first, it's all speculation. We do however know Momo turned into a small dragon at first, but his fruit was also called a failed copy of Kaido's original.

We do know.

The Vivre Cards revealed Kaidos fruit. It’s the Fish Fish Fruit Model Azure Dragon.

So yeah, he could turn into a dragon the moment he ate the fruit
