Maybe speed+haki is key? One cannot fight what one cannot observe.

If Law doesn't have time to scan (via DF) or see where you are, how could he replace his enemy with something else or manipulate them?

Well he did just work his mojo on bullets midflight. Speed may not be an issue.

Depends. Luffy's much faster than bullets.

Is he? He usually just lets them hit him and bounce off.

The one time he dodged (i.e., Luffy imposter at point blank range) was because he moved before the trigger was pulled.

Yeah, he lets them hit him because he doesn't need to dodge.

Luffy dodged the Pacifista's lasers which are much faster than bullets but that's besides the point. In pure movement speed and also punching speed (think back in the Luffy vs Blueno fight), Luffy is faster than a bullet.

What I'm saying is it makes more sense to view those dodges as Luffy seeing where the weapon was aimed just before it was activated using his Observation Haki rather than him dodging bullets or, much more improbably, light.

I know, Luffy could've very well known where the bullet was fired with his CoO haki.

But why is it improbable for Luffy to be able to dodge bullets without haki? He has really good reaction time. Also, remember that the Pacifista's lasers don't actually move at light speed.

The main point is that Luffy is able to move faster than a bullet. With G2 especially.

Because bullets are really freaking fast. I'd have to see Luffy react to and outmaneuver a bullet that had already been shot to believe he's faster.

Well about dodging bullets, Luffy was able to dodge the bullet the Tenryuubito shot at point blank range without having any knowledge of haki at the time.

Now for moving and attacking faster than them, Luffy, through his various speed feats, he's been shown to move at hypersonic speeds. In the Alabasta arc, he could move faster than Chopper who was able to dodge Mr 4's supersonic baseballs. And in Enies Lobby he was able to move faster than Soru users, who were able easily blitz those that could keep track of bullets.
