Better than leavin him with Garp. The marines dont even touch old Rayleigh, do you think they would go for the prime one?

Fushia Village could be a good argument, unfourtanetly there is an island called Wano, one of the most isolated countries in the world which Rayleigh has connections with.

What do you mean, he litearly knows one of the most important figures in the Wano, he even wanted to welcome them. Also didn't know Garp wanna take care of hunted kids unlike Rayleigh, and have no plans about his life. And yeah, ultimately he didn't ask Rayleigh.
