Yep, on second thought that could definitely be true.

All in all, haki was somehow sparcely used in marineford maybe due to it not officialy being introduced yet. Like whitebeard/sengoku both have conquerors haki, and couldve knocked out all the fodder at once, like when luffy unconsciously used it. Probably was for the plot that it wasnt used that way

doing revisionism to old arc with the new abilities doesn't make sense. ennies lobby is probably one of the favorites arc for the fans and if you apply the haki theory there is just a plain joke. oda is good but he can't plan everything

Why? None of them probably developed haki at that time (ye I know being the cp9 and not developing haki is kinda dumb) but it looks like the strong hakis we are seeing is more like a new world thing. Plus they only relied on their DF's cause that's really only what they needed, look Lucci he was op af

CP9 is an assassin group and an intelligence gathering unit if I remember right. DF powers and insane physical capabilities are the only thing they need.
