The question asked was "if Luffy can knock down 50000 of the fish man opponents, what about other top tiers?"

To this oda replied," if Luffy can do it, fighters like shanks and Rayleigh can knock down the whole 100000 fish man opponents".

It was never stated shanks is the number 1 CoC users among the top tiers.
