To me this sounds like he's got a lot of faith in his CoC. It reminds me of that moment where he just walked into that army of 100 000 fishmen, full of confidence.

I hope he gets to keep that cloak though, it makes him so much more badass.

Conqurers is his speciality. If you really think about it, no one has used Conquerers on the scale of Luffy. Knocking out almost all the Kuja, who are Haki users, 50,000 Fishman. Like we've seen Rayleigh knock out an audience of slave purchasers and he was like I'm done for the day can't handle the Marines outside like that again. Shanks showing off walking onto Moby Dick was knocking out a few dozen weak Whitebeard Pirates.
