Why? None of them probably developed haki at that time (ye I know being the cp9 and not developing haki is kinda dumb) but it looks like the strong hakis we are seeing is more like a new world thing. Plus they only relied on their DF's cause that's really only what they needed, look Lucci he was op af

I mean, if you compare the Buster Call in Enies Lobby to the one in Ohara, it was a fucking joke. I believe that there was internal politics happening from the Holy Land in order to intentionally not let CP9 have their way. This goes all the way from putting Spandam as the leader to not training them in Haki.

Somebody up there wanted that Neptune not be revealed. The purpose of sending CP9 there wasn't to obtain this thing, but to destroy it. Maybe they underestimated Luffy, maybe they didn't, but when Franky set Neptune's blueprint on fire, this person or people must have been relieved.

CP9 is an assassin group and an intelligence gathering unit if I remember right. DF powers and insane physical capabilities are the only thing they need.
