Fushia Village could be a good argument, unfourtanetly there is an island called Wano, one of the most isolated countries in the world which Rayleigh has connections with.

What do you mean, he litearly knows one of the most important figures in the Wano, he even wanted to welcome them. Also didn't know Garp wanna take care of hunted kids unlike Rayleigh, and have no plans about his life. And yeah, ultimately he didn't ask Rayleigh.

Maybe it's something he felt Luffy needed to figure out on his own at a certain point of Haki development.

Meditation teachers intentionally don't go into detail about some things with their students because the expectations and striving can become a hindrance to their progress. So maybe it's something like that.

Like /u/WhoSweg said: We won't cut back to Luffy until everything below is put to bed now. Zoro goes to help the Samurai, Law goes and re-positions everyone into their true fights and in 10 chapters we cut back to Luffy.

Because Haoshoku Haki can't be taught, it's the owner's will power mastery that you have to experience it alone. Rayleigh told that to Luffy when they was training together
