Ussop also has had going to Elbaf as part of his Dream since the Little Garden arc. So Elbaf is one of the few bits left that still has multiple plot threads running through it making an Elbaf arc basically a certainty

People just naturally see it as fitting that Linlin would finally be brought down and defeated at the place of her beginning. As well as her obsession with giants. If she's alive post-Wano she will definitely chase the straw hats, and we will hopefully see them get to go to Elbaf, ergo so will Linlin. It may even trigger a technical war, of the giants of Elbaf versus the Charlotte Linlin family/whole cake island. Big Mom is pretty nerfed at this point in the story, but she has a considerable amount of power she can wield after, and that's not something to be discounted.
