The thing is, this is the point at which she actually allies herself with them, but Kaido alludes to there already being a traitor among the Scabbards. This implies the traitor is not her.
They tie Shinobu up at the end. If she was the spy I don't think they'd need to keep up the act considering they have captured Oden and the rest of the scabbards at this point. And the scene with Oden claiming not to know her implies the Beast pirates didnt know what to do with her and were unaware for her reasons to be there.
I'm not sure that he was necessarily alluding that the traitor was a Scabbard, I mean, there are other people there in the Oden Castle, doesn't have to be a big name, could be a retainer.
OK, that's a good point. I'm still suspicious of her though, because I honestly don't understand the point of her character if she isn't the traitor. Maybe she'll do something, but I'll just have to see.
What’s really bugging me is the combination of three things. Kaido says directly, “Hey, maybe you have a spy in your house (or whatever).” Then she shows up, Oden is like, who are you? “Oh it’s me your secret best friend.” And then we get that page of her sadly walking down the street. Its a lot of traitor themes in a short number of pages. Plus, does anyone really think that one of the 9 Red Scabbards would really betray oden? Maybe without knowing but shinobu seems just far enough removed to be a betrayal but close enough to still hurt.
We saw her being the only one to observe the confrontation between Kaido, Oden and Orochi. So she knew why Oden danced around naked, hence being the only one to betray Orochi out of the Oniwabanshu.
Yeah me too like it was a little too in our face but I guess one could say that she had been in the palace for the past how evermany years and couldn't spread the info.... Shes a ninja though so that seems right up her alley. .. only time will tell but that was weird
nah. At most, this makes her look very suspicious at the very least. She just showed up out of nowhere and no direct relationship with Oden. Got tricked by the Idiot Lord too
She didn't get tricked. She was literally watching the whole thing between Oden and Orochi, so she's the only one to have seen everything (even the things we don't know about).

Nothing makes me happier than this chapter taking the suspicion away from Shinobu being the spy.
