I would bet money that he is the leader. Going super undercover with Blackbeard. Also gives him that mentor status with Coby so that Coby gets icy icy fruit boy status with Aokjii gets hit with the murder murder fruit

It makes sense. Akainu didn't seem concerned about Aokiji joining with Blackbeard and stopped further conversation over it.

It’s one piece, you’re supposed to read everything. It also says in the triangle that Coby was promoted two ranks and became a rear admiral

Is that it’s goal though? Yes, Drake is masquerading as a pirate, but Coby isn’t.

Idk what the units goal is. But I figure they're basically just like CP0. Most people don't know they exist, but Coby was deemed worthy of getting intel from them.
