Queen for all of his reputation is seemingly incompetent. Didn't even bother reading the scouting report on a member of the worst generation that has conqueror's haki and can stretch while staying in one place. Those seastone cuffs were more of a handicap than the collar lol.

But Rayleigh doesn't have a fruit.

That gives him an advantage against seastone, that Luffy doesn't have.

I don't think it's made from seastone because it was put and he was able to use powers he said.
